On Wednesday (11/28) while on patrol State Police in Lyons made a traffic stop for a unsecured license plate and the subsequent investigation led to the arrest of Matthew R. Scribner, age 26, from 314 West Main Street in Palmyra for Criminal Possession of a Controlled Substance, Possession of a Hypodermic Instrument, and Suspended License.
