Town of Williamson – Jan. 14, 2014

The Regular Meeting of the Town Board of the Town of Williamson was held in the Town Complex Court Room located at 6380 Route 21, Suite II, following the Worksession at 7:30 PM on Tuesday, January 14, 2014, by Supervisor Hoffman with the Pledge of Allegiance.  The following were

ABSENT:       None
Jacob Aimino, Carol Smith, Wanda Miller, Tom DeMarree, John, Lynda, and Joshua Faulks, Todd Brennessel, Kurt Allman; Highway Superintendent, Wilma Young; Sun & Record, and undersigned Town Clerk was also present.
TOM DEMARREE, Planning Board Chairman

WHEREAS:  Tom DeMarree elected not to apply for re-appointment to the Town of         Williamson Planning Board, and 

WHEREAS:  Tom was first appointed as a member of the Planning Board on December 20, 1999, and was appointed as the Chairman of the Planning Board on April 1, 2008, and

WHEREAS:  the Williamson Town Board on behalf of the Town residents wish to commend Tom for his dedication to the Town of Williamson and his service to our community as a member of the Planning Board, 

  NOW, THEREFORE, BE IT RESOVLED: that the Williamson Town Board consisting of Supervisor James D. Hoffman, Councilman Michael Bixby, Councilman Gary Orbaker, Councilman Anthony Verno, and Councilman Thomas Watson, on behalf of the residents of the Town of Williamson, hereby formally recognize Tom DeMarree for this many years of service to the Town of Williamson and wish the contents of this Resolution be recorded for posterity as an official record of the Town of Williamson.

Public Comment:  No one wished to comment.

Supervisor Hoffman made a motion, seconded by Councilman Verno, to accept and/or file the letters and other forms of communication.

Letter from Barton & Loguidice

Supervisor Hoffman made a motion, seconded by Councilman Verno, to accept the Consent Agenda containing the following items:

a. previous minutes:  December 30, 2013, Organizational meeting, January 7, 2014

b. annual reports from, Justices, WWTP

c. accept the Town Clerk’s monthly report

d. monthly departmental reports

e. pay the Library bills as audited by the Library Board of Trustees:

vouchers 14-1 – 14-9, $16,185.03

f. to accept the encumbrances, accruals, and accounts payables:

The motion was carried.

Councilman Orbaker made a motion, seconded by Councilman Verno, to authorize the Town Supervisor to sign a lease agreement with the Chamber of Commerce for the use of Room 205 in the Town Complex from January 1, 2014 through December 31, 2014.  The rent paid by the Chamber will be $1.00 per month.  The motion was carried.

 Councilman Bixby presented the following Resolution and moved its adoption. It was seconded by Councilman Verno.

WHEREAS:  Steve Haywood, the Sole Assessor for the Town of Williamson

retired as of August 30, 2013, and WHEREAS:  applications were received and interviews of prospective candidates were held, NOW, THEREFORE, BE IT RESOLVED:  That the Town Board of the Town of Williamson is hereby appointing Dawn VanPatten as the Sole Assessor for the Town

of Williamson effective as of January 15, 2014 for the remainder of the state’s 6 year term which will end on September 30, 2019, and BE IT FURTHER RESOLVED:  She will be hired at a rate of $12 per parcel for a total of $38,604.00 with a work week of 20 hours per week, and BE IT FURTHER RESOLVED:  That Ms. VanPatten is eligible for the medical stipend, vacation and holidays pursuant to the Town of Williamson Personnel Policy as a person working 20 hours per week.

The Resolution was declared adopted.

Councilman Bixby made a motion, seconded by Councilman Verno, to renew the operating license for 2014 for Old Dutch Properties Manufactured Home Park.  The permit is renewable annually upon inspection and approval by the building inspector, which has been received.  The motion was carried.

Supervisor Hoffman made a motion, seconded by Councilman Verno, to authorize the Town Clerk to sign a Tax Collector software support agreement with Williamson Law Book Co.  The agreement will be in effect from January 1, 2014 through December 31, 2014 at a cost of $350.00.  The motion was carried.

Councilman Bixby presented the following Resolution and moved its adoption.   It was seconded by Councilman Verno.

WHEREAS:  In 1994, the Town of Williamson honored Diann Roffe and declared

the third Thursday of November as a special day to honor persons who by their

persistence and enthusiasm inspire us all to overcome difficulties, and

WHEREAS:  Beginning in 1995 a resident was chosen to receive the award and

every year after that, a resident has been named to receive the award, and their names

are inscribed on a plaque in the Williamson Town Hall,  NOW, THEREFORE, BE IT RESOLVED:  that the 2014 Diann Roffe award winner is Joshua Thomas Faulks.

The Resolution was declared adopted.

Councilman Verno made a motion, seconded by Councilman Orbaker, to authorize the Town Supervisor to sign a drug and alcohol testing agreement with SCS Drug Testing, LLC.  The agreement will be in effect from January 1, 2014 through December 31, 2015. The cost for these services are Drug Screening – $59 and alcohol screening – $39 per agreement.  The motion was carried.

Councilman Verno made a motion, seconded by Councilman Bixby, to authorize the Town Clerk to advertise in the official Town papers the week of January 19, 2014 to receive applications for a Town Historian.  The position will be a part-time position of less than 20 hours per week.  A job description can be obtained from the Town Clerk’s office and applications will be received until February 14, 2014 at 4:00 PM.  Councilman Watson amended the motion, seconded by Councilman Verno to advertised also the week of January 26th and receive applications until February 21st, 2014.  The amended motion was carried.

Councilman Orbaker made a motion, seconded by Councilman Verno, to request the Supervisor to give permission for the temporary assignment of justices from other city/village/town courts in the Seventh Judicial District to our court as need arises during the year of 2014.  The motion was carried.

Councilman Verno made a motion, seconded by Councilman Orbaker, to authorize the Town Clerk to advertise in the Official Town papers the week of January 19, 2014, to receive bids for materials for the watermain replacement project on Ridge Road from 4124 Ridge Road and continuing east to Locust Street. Bids will be received until February 6, 2014 at 10:00 AM at which time the bids will be opened and read.  The Town Board reserves the right to reject any and all bids.  The motion was carried.

Councilman Verno made a motion, seconded by Councilman Bixby, to authorize the Town Supervisor to sign a maintenance agreement with Power Generation & Industrial Engines, Inc. for maintenance of the Water Treatment Plant generator (s).  The agreement will be for 3 years at a cost of $869.34 per year.  The motion was carried.

Councilman Orbaker made a motion, seconded by Councilman Verno, to authorize the Superintendent of Highways attend the Annual Grassroots Advocacy Campaign For Local Roads and Bridges meeting in Albany, New York, on March 5th and 6th, 2014.  All actual and necessary expenses are to be a Town charge.  The motion was carried.

Councilman Watson questioned the status on the Solar Power Project that is to be located at Pound Road.  Supervisor Hoffman stated the engineer for the project will be at the next Town Board meeting to give us an update.

Councilman Orbaker made a motion, seconded by Councilman Watson, to adjourn the meeting at 7:53 PM. The motion was carried.
