A Work Session of the Town Board of the Town of Williamson, County of Wayne and State of New York was held in the Town Complex Court Room located at 6380 Route 21, Suite II, at 7:00 PM on Tuesday, April 22, 2014.   The following were

PRESENT:      Supervisor James D. Hoffman

Councilman Gary Orbaker

Councilman Anthony Verno

Councilman Michael Bixby

ABSENT:      Councilman Thomas D. Watson

The Board reviewed bills for payment.

The Regular Meeting of the Town Board of the Town of Williamson was held in the Town Complex Court Room located at 6380 Route 21, Suite II, following the Worksession at 7:30 PM on Tuesday, April 22, 2014, by Supervisor Hoffman with the Pledge of Allegiance.  The following were

John Manahan; Wastewater Treatment Plant Chief Operator, Kurt Allman; Highway Superintendent, Wilma Young; Sun & Record, and undersigned Town Clerk was also present.

Public Comment:  No one wished to comment.

Proclamation

WILLIAMSON FIRE COMPANY #1

125 YEARS OF SERVICE

1889-2014

         Whereas:  On April 29, 1889, the first documented meeting and

official formation of Williamson Fire Company #1 took place with

23 members in attendance and with the election of officers, and

Whereas:  Williamson Fire Company #1 was the 7th fire

department to be formed within the boundaries of Wayne County,

Whereas:   The by-laws were read and accepted and signed on

June 11, 1889 and the first Treasurer and Trustees of the Company

were elected, and

Whereas:   In August of 1889 a motion was carried to make

Williamson Fire Company #1 an incorporated body and in 1890

application was made to start collecting the 2% “fire tax” from the

insurance companies, and

Whereas:  Land was purchased in 1893 for the construction of the

first fire house to be located on Ridge Road, the second fire house

was built in 1936 on Ridge Road, and then in January of 1978 the

new and present fire station was completed, and

Whereas:   Even though the volunteer membership has increased

and decreased in the course of 125 years it is still a volunteer fire

company comprised of those that live within the Township of

Williamson,

Now, Therefore, Be It Resolved:  That the Williamson Town

Board on behalf of the Williamson Community hereby recognizes

and thanks all of the volunteers who have served unselfishly as

members of Williamson Fire Company #1 giving of their time and

expertise at any hour of the day or night to protect our homes, our

citizens, and our community for the past 125 years.

Councilman Verno made a motion, seconded by Councilman Bixby, to make the proclamation as part of the record.  The motion was carried.

John Manahan invited the Board, public and media to the Williamson Fire Company on April 29th, 2014  at 7:30 PM for their 125 year of service celebration.

Supervisor Hoffman made a motion, seconded by Councilman Verno, to accept and/or file the letters and other forms of communication.

The motion was carried.

Supervisor Hoffman gave the Board an update from Sr. Project Manager, Scott Abbett with SED [Sustainable Energy Developments Inc.] on the solar project being done at the landfill.

Supervisor Hoffman made a motion, seconded by Councilman Verno, to accept the Consent Agenda containing the following items:

a. previous minutes:  April 8, 2014

b. accept the Supervisor’s report for March, 2014

c. Library annual report

d. pay the Library bills as audited by the Library Board of Trustees

vouchers 14-480 – 14-488, total $3,007.13

e. approve the budgetary transfers

The motion was carried.

Councilman Orbaker made a motion, seconded by Councilman Bixby, to authorize the Town Supervisor to sign a letter of authorization for Sustainable Energy Developments, Inc. to act as out agent in matters pertaining to the submission of the PV system for interconnection review and acceptance with Rochester Gas and Electric.  The motion was carried.

Councilman Bixby made a motion, seconded by Councilman Verno, to authorize the Town Assessor to attend the 2014 Wayne County Assessor’s Association monthly meetings.  All actual and necessary expenses are to be a Town charge.  The motion was carried.

Supervisor Hoffman made a motion, seconded by Councilman Bixby, that pursuant to the provisions of Section 284 of the Highway Law, the Town of Williamson agrees that monies

levied and collected for the repair and improvement of highways shall be expended as follows:

$509,698 for general repairs and improvement on Town roads totaling

approximately 47.49 miles   

The motion was carried.

 Supervisor Hoffman presented the following revenue and expenditure quarterly budget report to inform the Board of the comparison of the first quarter 2013 to first quarter 2014 highlighting the increasing of expenditures and changes in revenues in the General and Highway Funds in 2014.

Councilman Bixby made a motion, seconded by Councilman Verno, to establish the AFSCME Local 1635-G Union Members salaries for 2014, retro-active to January 1, 2014, per union contract for 2014 – 2018, as follows:

Councilman Verno presented the following Resolution and moved its adoption.   It was seconded by Councilman Orbaker.

WHEREAS:  Bids were received, opened and read at 2:00 PM on Friday, April 18,

2014, for pavement restoration, and

WHEREAS:  The bids were reviewed to determine that they meet all of the bid

specification requirements and are in the best interest of the Town,

NOW, THEREFORE, BE IT RESOLVED: that the bid be awarded to All County

Construction as it is the only bid, meets the bid requirements and is in the best interest

of the Town.

Roll call vote on the Resolution was as follows:

Councilman Michael Bixby

NAYES:  None

The Resolution was declared adopted.

Councilman Verno made a motion, seconded by Councilman Orbaker, to approve the disposal of dirt as per Consent to Entry and Release of Liability Agreement at 6276 East Townline Road, in the Town of Williamson.  The motion was carried.

Kurt Allman; Highway Superintendent, stated they are planning to install the new oil/water separator tank for the water and highway building floor drains.  He explained the new gas cards will be ordered in the week of 4/28/2014 and will take a week to come in.  Kurt also called the gas/diesel company to put delivery on an as needed basis.

Supervisor Hoffman made a motion, seconded by Councilman Verno, to pay the following bills as audited:

Supervisor Hoffman made a motion, seconded by Councilman Bixby, to adjourn the meeting at 7:39 PM. The motion was carried.
