DRAFT MINUTES {An audited and approved set of minutes will be available in the Clerk’s Office following next month’s meeting}
Supervisor LeRoy called the Preliminary Budget Public Hearing to order and opened the meeting at 7:00 p.m.
The Preliminary Budget for the Town of Sodus , New York, for the fiscal year beginning January 1, 2014 has been completed and filed in the office of the Town Clerk of the Town of Sodus where it is available for inspection by any interested person at all reasonable hours
Proposed salaries of the following officers are hereby specified as follows:
Town Supervisor 1@ $38,306.00
Town Board 4@ $5,280.00 = $21,120.00
Town Justices 2@ (1) $21,815.00 and (1) $22,471.00
Town Highway Sup’t. 1@ $50,653.00
Town Clerk 1@ $34,492.00
Pat & Belinda McElroy asked about the tax rate increase for the Town of Sodus for 2014. Kim Leonard, Budget Designer stated the increase for 2014 was 1.6%. The McElroy’s were pleased the increase was nominal compared to other municipalities.
Pat McElroy asked about increasing funds for Camp Beechwood. Supervisor LeRoy indicated they have increased the budget for Beechwood from $3,000.00 to $5,000.00.
Other questions asked were about the town changing health insurance to help keep the tax rate down and possibly laying off people as well. Supervisor LeRoy and the Board stated every year they reevaluate the Town of Sodus’s health insurance plans to keep it at the lowest possible cost. LeRoy also stated the number of employees presently for the Town of Sodus is at bare minimum.
Hence, no further comments were made from the public; LeRoy closed the Public Hearing at 7:24 p.m.
LeRoy indicated the Board would be unable to pass the 2014 Town of Sodus Budget this evening because the NYS website server was down all day (where the real property tax cap numbers must be filed first) before a budget can be passed by a municipality.
An emergency special board meeting was set for October 31, 2013 at 12:00 p.m. in the Sodus Town Board meeting room for the sole purpose of adopting the Town of Sodus 2014 Budget.
RELEVIED WATER $25.00 AND UNDER – outstanding water bills equaling $25.00 or less will not be relieved in November opting to add them to the following year’s quarterly bill.
Supervisor LeRoy offered the following resolution for its adoption,
WHEREAS, the July 10, 2013 Board Minutes didn’t indicate a resolution for Supervisor LeRoy to sign the application for court JCAP (Justice Assistance Program) Grant, and the board authorized Supervisor LeRoy to sign the application for court JCAP (Justice Court Assistance Program) grant was seconded by Councilperson DeBadts.
Councilperson Grey motioned to authorize a budgetary transfer (debit B231 for $21,053.50 and credit B22 for $21,053.50) for Code Enforcement truck purchase
Resolution was adopted to endorse a grant application from Federal Aviation Administration for rehab to the Airport runway and terminal apron. The resolution was solely for endorsement of the grant application and does not bind the Town Board, Planning Board or Zoning Board to any approvals, permits or licenses which may be required. The town board indicated this would be a Type II action, with no significant impact on the environment.
