Town of Ontario – August 27, 2012

The meeting was called to order by Supervisor Bob Kelsch at 7:00 with all Board members present. There were no comments from the public and the Town Clerk reported no correspondence.
- New Business – Rodney Peets, Superintendent of the Water Department, requested the approval to purchase PC H-180 for the Water Utilities Department per the Procurement Policy 4051P. PC H-180 is Polyaluminum Chloride, a coagulant, and the Holland Company is the sole source vendor. Mr. Peets will purchase 42,000 gallons (44,100 pounds) per the proposal dated December 6, 2011, for a total price not to exceed $9613.80. The anticipated cost for the purchase of this chemical is provided for in the 2012 Water Fund budget code F8330.4. In addition, Mr. Peets requested approval for the purchase of two HP computers as recommended by IT Coordinator Pam Grundman. The budgeted cost is $629.99 each for a total of $1259.98 and will replace two ten-year-old computers.
- Appointments – William Riddell, Director of Parks & Recreation, presented a resolution to hire Melanie Aman as a pre-school camp assistant with a salary of $7.25 per hour with no benefits. Also approved was the hiring of Travis Barend on 7/30/12 and Adam Sweezy on 7/23/12 as Day Camp Counselors and Makenzi Morrill as Aquatics, WSI part-time at $9.00 per hour w/o benefits. Audrey Siebert was hired as all sports camp attendant @ $7.25/hr. w/o benefits, and in addition Mr. Riddell presented a list of 26 more seasonal workers for Parks & Recreation with hourly wages ranging from $7.25/hr. to $10.00/hr. without benefits.
– Information Forum – Supervisor Kelsch shared that he had received a letter from a Town of Arcadia resident requesting Ontario’s support for a group of concerned Arcadia citizens who are opposed to the proposed landfill in Arcadia. It was determined that it was not in the best interest of the Town to oppose another Town’s actions. He also reported that the County has a new Workers’ Compensation provider; the former provider was unable to fulfill their contract with the County. The Summer Send-Off celebration at the Town Park was a great succcess; the Park was packed with people, and an estimated 300 people stayed for the movie that evening. Councilman Robusto commended the “amazing number of volunteers” (approximately 40 people) for their excellent participation, and the kids and parents were having a great time. He hopes the celebration continues and expands.
The Supervisor led a discussion regarding first pass through the planning of the proposed Tentative Budget for 2013. This year the Town is using an enhanced spreadsheet program as provided by the NYS Office of the State Comptroller – Audit & Control. The planning will be done in a 5-year planning format with a view of the past years’ budgets as well as for 2013. There will be no wage increases this year for non-union employees; the union employees’ wages will reflect the union contract. Retirement costs are estimated to be $501,608, compared to $445,169 in 2012. By comparison, there was no cost to the Town for this benefit up until 2002. The increase in this budget is due to decreasing interest rates, which formerly paid the costs. Supervisor Kelsch noted that Wayne County is one of a very few rural Counties who continue to share the Sales Tax revenues with the schools of the County; the amount shared is capped at 5.4 million dollars. The Historian reported that there will be no historic markers installed next year, and will instead use the budgeted money for a new PC. OVES will receive $20,000. Last year they requested $50,000 to be able to hire full-time employees; however, they would like the Town to restart funding of the ambulance. Councilman Melino would like to know what amount other Towns give to their ambulance, especially Williamson, as they also respond to the many calls for accidents on Route 104. Mercy Flight Inc. will be allotted $1000. Town Assessor Chris Luteyn reported that she will be sending the data mailers from her office rather than having the County mail them. Farmland Protection has been zeroed out – the state has no money for it. The Town Clerk reported minimal changes to her budget at this time.
The next business meeting will be held on September 10th at 7:00p.m. at the Town Hall and a workshop will be held on September 17th at 7:00 p.m.
