County Board of Supervisors – January 2, 2013

The 2013 Organizational meeting of the Board of Supervisors of Wayne County was held on Wednesday, Janary 2, 2013.
Jim Hoffman, Supervisor of the Town of Williamson was again unanimously elected as Permanent Chairman of the Wayne County Board of Supervisors. Hoffman has been Chairman since 2006.
He then appointed Steve Leroy, Supervisor of the Town of Sodus as Vice-Chairman of the Board of Supervisors.
Also elected were Sandra Sloane as Clerk of the Board of Supervisors; and Purchasing Agent for the County; Debbie Liseno as Deputy Clerk, and Deputy Purchasing Agent for the Board of Supervisors. James Marquette was elected as Budget Officer for the County of Wayne.
Jody Bender, Supervisor of the Town of Marion was elected by the Republicans as Majority Leader, and Kenan Baldridge, Supervisor of the Town of Rose was elected by the Democrats as the Minority Leader. Baldridge is the only Democrat on the Board.
Standing committee will remain the same as last year. Finance Committee members will be: Bill Hammond (Macedon), Jody Bender (Marion), Kim Park (Wolcott), Bob Plant (Walworth) and Steve Groat (Galen). Public Safety Committee members will be: Bob Plant, Dick Colacino (Arcadia), Jody Bender, Steve LeRoy (Sodus), and Laurie Crane (Huron). The Public Works Committee members will be: Steve LeRoy, Ken Miller (Palmyra), Dave Spickerman (Butler), Dick Colacno and Mike Kolczynski (Savannah). Members of the Economic Developmennt and Planning Committee will be: Dave Spickerman, Steve Groat, Bill Hammond, Bob Kelsch (Ontario) and Ken Miller. On the Government Operations Committe, the members include: Bob Kelsch, Mike Kolczynski, Dave Spickerman, Jody Bender, Brian Manktelow (Lyons). The Helath and Medical Services Committee members will be: Kim Park, Kenan Baldridge, Bob Plant, Laurie Crane, and Brian Manktelow. and members of the Human Services Committee will be: Laurie Crane, Brian Manktelow, Kim Park, Steve Groat and Kenan Baldridge.
Official Newspapers designations – for the Republicans was Times of Wayne County and for the Democrats was Williamson Sun & Record. The County Board of Supervisors designated both papers as their legal newspapers.
A notice In Memoriam was read into the minutes, remembering and honoring William Eddy from the Town of Macedon who passed away on December 23. Bill was Supervisor of the Town of Macedon from May 1999 through December 31, 2001 and was the Wayne County Director of Veterans Affairs from January 2002 through January 2004. Macedon Town Supervisor Bill Hammond read the resolutions and all expressed their great regret at his passing and deepest sympathy to his family.
A resolution to adopt the Rules of Order for the Year 2013 was preceded by a motion from Supervisor Baldridge to consider altering the time frame for calling a special meeting. The motion was withdrawn before a vote, allowing that the Government Operations Committee would discuss the request at their first meeting of the year.
The resolution to adopt the rules of order for 2013 was adopted.
The Clerk of the Board was authorized to purchased necessary stationery and supplies for the Board of Supervisors for 2013.
The 2013 Investment Police for the County of Wayne was adopted.
The County Treasurer was authorized to transfer general fund cash to all funds when required,
Supervisors Hoffman and Spickeran were appointed to the Wayne County Industrial Development Agency for 2013.
Marjorie Bridson and Mark Alquist were reappointed as Election Commissioners through December 31, 2014.
Kevin Rooney was appointed to a four year term as County Superintendent of Public Works until December 31, 2016.
The County’s Self-Insured Plan for Workers Comp announced participants in the plan as: The Towns of Arcadia, Butler, Galen, Huron, Lyons, Macedon, Marion, Ontario, Palmyra, Rose, Sacannah, Sodus, Walworth, Williamson, and Wolcott; the Villages of Clyde, Lyons, Newark, Palmyra, Red Creek, Sodus, Sodus Point and Wolcott, and the following Volunteer Fire Departments from: Fairville, Marbletown, Newark, South Butler, Clyde, Lyons, Macedon, Macedon Center, Marion, Lincoln, Ontario, Union Hill, East Palmyra, Palmyra, North Rose, Rose, Savannah, Alton, Sodus, Sodus Center, Sodus Point, Wallington, Walworth, West Walworth, East Williamson, Pultneyville, Williamson, Red Creek, Wolcott; and the following Ambulance Corps: Newark-Arcadia, Town of Galen, Town of Lyons, Town of Macedon, Ontario, Silver Waters, Walworth, Williamson, Red Creek, and Wolcott.
The 2013 Wayne County Health Care Plan MS Fund was amended and adopted.
The 2013 Wayne County Disability Budger MS Fund was adopted.
The County of Wayne is reviewing the use of Energy Bonds to finance its ESCO project, and would like to consult with an advisor on the issue, having had positive financial results in the past. The Chaimran was authorized to execute a contract, not to exceed $25,00 with County Attorney’s approval, with Fiscal Advisors and Marketing, Inc for these services
The next Board of Supervisors meeting will be held at 9:00 a.m. on Tuesday, January 15th
